The magazine was published four times a year and directed at the youth in the borough. It was produced by young people (11 to 19) for young people, addressing issues like school, revision, activities and sports or preparing for a career. It also dealt with the  bigger, more personal issues young people may have to deal with like being gay, or teenage pregnancy.

The closing of the publication mirrors a similar fate which the magazine 'Arcadia' met with earlier this year. The saving to the council in pulling both these free magazines is in excess of £100,000 which will be redirected back into core services.

Councillor Nick True, Leader of Richmond Council, said:“£100,000 can be better spent than on Council-produced magazines like Arcadia and Outskirts – or not spent at all.  I thank all those involved in producing Outskirts over the last two years and in particular the young people who worked on a voluntary basis for their huge efforts and contributions. This decision is no reflection on them. It is simply something we cannot afford.”
